    How about they come as a reward for doing boss altars and dungeons? Like, the boss altars drop orbs that correspond to the boss's weapons and legendary weapons of the same element (for example, the Aerie of the Recluse would drop orbs for Harwol, Nona, and Gale's Force, while the Sunrise Canyon altar would drop orbs for Deadeye, Black, and Hellstrand), while the dungeons would drop orbs for mythics and weapons from the dungeon merchant.
    I would personally rather make weapon specific passives; it would add a lot more personality to the weapons than if the passives were randomly generated.

    i got a good idea for obtaining them
    how about u can get liek special books that each have an ability and they can be added to a weapon
    like
    Smite
    Does 25% more to undead mobs but 15% less to other mobs

    and you get them by like buying them from a merchant in each town
    like say Ragni would have generic books, but Rodoroc has fire related books or something

    I just came up with these on the spot, so uh, don't expect them to be very "balanced." But eh, I tried. If anything I hope these at least inspires your mind a bit.



    Champion's Way
    Grants bonus damage to humanoids, (any entity that has a human-like structure) but inflicts less damage to other mob types.

    Affinity Adept: (Element)
    Grants bonus (Fire/Water/Thunder/Earth/Wind) damage and defense, but inflicts user with less (Water/Thunder/Earth/Wind/Fire) damage and defense.

    Physic
    Grants bonus Strength and Defense, but inflicts user with less Intelligence and Dexterity.

    Blooming Flower
    Reduces mana cost of the first obtained spell, but doubles mana cost of the fourth obtained spell.

    Focused Stance
    Standing still after 2 seconds restores more mana, but regenerates less health.

    Steady Stance
    Standing still after 2 seconds regenerates more health, but restores less mana.

    Class Exclusive Enchants:

    > Archer

    Bombardment
    Reduces mana cost for Arrow Bomb spell, but doubles mana cost for Arrow Shield spell.

    Arc Duelist
    Grants bonus damage if the enemy wields a ranged weapon, but inflicts user by receiving more damage from melee attacks.

    Tempest Arrows
    Increases normal damage the longer the arrow is airborne, but also decreases normal damage for shorter durations.

    > Assassin

    Blind Spot
    Decreases mana depletion when invisible, but costs more mana to cast Vanish.

    Vel Duelist
    Grants bonus damage if the enemy's movement or attack speed is equal to or faster than the user, but inflicts user by receiving more damage from enemies with slower movement or attack speed.

    Life and Death
    Grants immense bonus damage against melee-ranged enemies, but also inflicts user by receiving immense damage from melee-ranged enemies.

    > Mage

    Selflessness
    Grants bonus health to allies in range of Heal, but decreases amount of health user heals.

    Res Duelist
    Grants bonus damage if the enemy has more elemental attack than neutral attack, but inflicts user by receiving more damage from enemies that have more neutral attack than elemental attack.

    Fire and Ice
    Reduces mana cost for Meteore and Ice Snake spell, but doubles mana cost for Heal and Teleport spell.

    > Warrior

    Adrenaline Rush
    Grants bonus Strength and Agility for a short period after casting War Scream or Charge spell, but decreases Strength and Agility for a short period after casting Bash or Uppercut spell.

    War Duelist
    Grants bonus damage if the enemy wields a melee weapon, but inflicts user by receiving more damage from ranged attacks.

    Civil Code
    Grants bonus damage mitigation if the enemy is a monster or creature, but inflicts user by receiving more damage from humanoids.
