    I think they could just refine the boats to make them have a real function, maybe make it so that you need to obtain boats and they work similar to horses where when you combine them (you could use the excuse that the wood cracks and makes the boat break) and that's how you could upgrade them? Maybe have them cost like 6 EB each, as water travel isn't as big as land travel.
