    No, Ragni and Troms are 'forts' that is why they are unique because they are forts not towns.

    I don't want to get into timeline and real-world analogies, but the concept of a State hasn't really erupted yet, in Wynn's world. Wynn feels more like an uneasy alliance between scared farmers, while Gavel feels like an organized 'kingdom' so to speak.
