I once saw another player suggest that the ocean is an outdated idea. This concept partially draws inspiration from that.

When developing a storyline in the deep sea, we need to consider its inhabitants. For this purpose, let us tentatively call them the merfork.

The merfolk cannot use magic. There is a story behind this. They were originally villagers. Driven by greed, they wished to explore the deep sea in search of its resources, but they knew it was not an environment where villagers could survive for long. However, an ancient researcher once created a potion that allowed breathing underwater, and together with several villagers, he settled in the deep sea and continued his research. They only discovered the side effect—loss of magical ability—when they tried to return to the surface.

As a result, their civilization became completely separated from the surface world, and over time they developed a large and unique society.

This civilization is different from any in Wynn or Gavel. Although they lack innate magical ability, they can harness magic from other livings or objects and use it by infusing it into “potions”. Their civilization is fundamentally centered around potion-based technology.

In the largest city, towering buildings line the skyline, and various fields of research flourish. The villagers living here are highly diligent and ambitious, unlike typical villagers. Most buildings are black in color to maximize energy absorption from the limited sunlight, and because they are not significantly affected by gravity in the same way, tall structures are common.

    Meets with the deep ocean

The player meets a villager at Karoc Quarry who mentions the need to utilize deep-sea resources due to a shortage of materials. While investigating further, the player hears stories about a researcher who ventured into the deep sea long ago. The player then visits the laboratory where this researcher once worked, and after searching through documents, discovers a recipe left behind by them. As usual, the player eventually ends up heading into the sea.

    Quests

In this region, there are conflicts arising from laws meant to conserve magical resources, which in turn place hardships on local residents. However, from the perspective of the government, the conservation of magical resources is a critical issue threatening the sustainability of civilization.
There are also issues such as discrimination against those unable to create potions, and illegal trade of dangerous potions.

In addition, beyond cities and major points of interest, the seabed itself is decorated with additional content such as gathering spots and grinding spots, ensuring that the ocean as a whole becomes a meaningful and engaging region rather than outdated content.

We don't take suggestions like this-- We couldn't take a suggestion like this. Suggestions on what to do with the story conflict with the actual plans and lore we have.

Okay, the story have to be considered again.
But isn’t potion-based civilization and its background innovative?

Suggestions for entire region and major plots are never considered, period. Similarly, quest and class suggestions are not taken. Such ideas are instead directed to the fanwork board.

I think the largest suggestion I've identified being implemented from the forums was the guide rooms before raids, and Purple Emerald fully mocked them up in that suggestion.

Corkus is really old, and honestly I keep forgetting about its origin story. Call it a fluke. In any case, the amount of quality Wynn puts into its updates now def. precludes a Second Corkus Incident.

Is it a good idea? Sure.
Is it practical in a game with drowning? Probably not.

It's funny cause I had my own similar idea of a completely redone ocean, but life and health problems kinda put it on hiatus. In fact, I believe the inspiration mentioned by OP might have been this reply on a thread about boats.

The idea was gonna be so cool too, there'd be brand-new Wynncraft-custom underwater mechanics and combat. Underwater gameplay would be completely different from the vanilla underwater mechanics that Wynncraft currently uses, and you would also unlock new passive upgrades that makes traversing underwater feel like a whole new dimension of gameplay rather than the inconvenience that it is today.

The entire ocean itself would be expanded downward with whole new biomes like an underwater "plains" biome dotted by "trees" of coral. Then you'd have a dark and broody forest of kelp and other plants (some of which are carnivorous), and cut through the middle of it all is the Underwater Route's replacement; "the Shallow", an underwater "road" paved by sea fireflies riding a current all the way to Llevigar that gives you a speed boost when swimming across it. South of Gavel there'd be this ominous drop-off that some of the sea fireflies get sucked into, leading to the Dead Ends, where it'd go so deep that you'd have to let the sea fireflies guide you through the darkness.

They'd lead you to a trench, a gateway to the Ocean Depths only accessible after getting to that point of the questline.
The Depths would be like 2-3 times the size of the Realm of Light but also have a great deal of verticality, and be darker than anywhere else in Wynncraft and leaning heavily into thalassophobia. It'd put your newfound passive underwater upgrades to the test; there would be far less places to get your breath back to account for your now outstandingly long breath time, and faster enemies to account for your incredible freedom of movement.

In the advent of Fruma's new mount system I quickly brainstormed a new underwater-based mount; the carcinus, giant crabs that the player could ride that could either run fast across the seafloor or go into "swim mode" by jumping. They also have a much lower rate of dismount when being attacked than other mounts.
For the carcinus, there would be a special boost drop (that appears independently of all other drops) in the shape of a large bubble that would refill your breath (its frequency of appearing depending on boost level).
It would be rideable on land, but slower than a horse or adasaur when doing so. They would also serve to bridge the massive level gap between lvl 13 (when you unlock horses) and lvl 84 (when you unlock wyverns). They were such a new idea though that I didn't even begin to make concept art for them.

That's not the half of it either, so it sucks that health issues and general issues in life have essentially put the idea into something of a development hell, because tbh I was really looking forward to finishing it with concept art, detailed parts describing different locations, new ability and spell descriptions specifically for how they worked underwater, and I had a nice talk last year with Deusphage about modeling cause I was going to get deep into it as a means to better showcase the mobs and mechanical entities of the new ocean.
Not to say that I won't ever be able to do it, but life is getting in the way of all things, and all my free time not working is spent trying to relax via naps or video games.

    Unfinished concept art:

This is a very old unfinished version of the map I made for the ocean. Back then I called the Dead Ends the "Deep Ends".
