Hm, I would disagree. Though my favorite element combo is earth-water after a lot of contemplation, I have to say:

Making this a set would discourage earth-water build diversity. Should all of these be a set, the only way to maximize efficiency in the build would be to wear the full set. However, there are several earth-water or relatively usable items that compete with this set, which would be completely phased out with the introduction of this as a set.

-Pisces (Opposite of Aquamarine, mana regen and +200 raw melee)
-Chestplate of Ineptitude (attack speed for spells, lots of melee damage)
-Marsh Waders (Weaker defensively to turquoise, makes up for it with poison, thorns, and mana regen)
-Gaea Hewn (With defense investment, these can easily compete with the boots).

Additionally, the introduction of this as a set would make the overall usage of earth-water go up. While it is a good element combo, it would be a lot less unique overall (Ironically by removing the "unique" tag from the items)

EDIT: Also op, olux is not only earth water legendary :P. Both pisces and fenmask, along with the aforementioned rares and uniques are all based around it. I'd say because of this, it seems to be the third or fourth most common dual element combination, behind air-thunder, air-water, and fire-earth
