There is a cap on how much elemental dagense can block. If you do enough damage you can break through it. I've done this against a few people with max elemental defense with my air damage build and I've beaten them in duels before. Defense is balanced as is. Also if you made it that low of an hp increase then you would be nerfing defense 1000% more than you want to buff it.
