    Of course they can. The number that'll work with them will oftentimes be a little obscure, though.

    Fine, let's try it with one of your rings.
    First: -25 to -75 Health.
    Might as well start with the average: -50.
    -50 * 1.3 = -65
    -50 * 0.7 = -35
    Neither is anywhere close to -25, or -75, and nothing can make them any closer to both.

    Now, +2 to +4 Intelligence.
    If the base value is 3...
    Well, Memento has 3/4 base mana regen and you can get 1 to 4, not 2 to 4.

    Shall I go on?

    False. There is no one number that when multiplied by 1.3 is max and multiplied by .3 is min. for most of your ids.

    These don't follow the Identification rules.

    To make Identifications, you need to find a number, multiply it by 0.3 for minimum and 1.3 for maximum.
    Let's take Warlock for an example.

    You've made +15% to +30% Spell Damage.
    When you divide 30 by 1.3, it is 23.
    But when you divide 15 by 0.3, it is 50.
    That means it's wrong.

    What you've got to do is this:
    Let's say you want to make the base spell damage 21.
    You do 21 * 0.3. It says 6.3. You round it up to 7.
    The minimum spell damage number is 7.
    The same way, you do 21 * 1,3. That's 27.3. You also round it up to 28.
    The maximum spell damage number it 28.
    So, your spell damage range is 7%-28%.

    What if negative?
    Let's take the -90% to -185% Soul Point Regen of Revolution as an example.
    I'm getting 120 as base.
    For the minimum amount, you multiply by 1.3.
    120 * 1.3 is 156.
    The minimum soul regen number is 156.
    For the maximum amount, you multiply by 0.7.
    120 * 0.7 is 84.
    The maximum soul regen number is 84.
    Your range is -156%--84% Soul Point Regen.
