World Fix Dueling

Could we at least have something like a medic inside of some cities like Detlas where dueling is common? The medic could heal the winner of a duel inside of that city at a certain timeframe of about 3 mins. That way no one can abuse the ability to heal outside of the city, and people who need the health after the battle can use it.
