Eliminate scrapping repeats

I got a spectral mask (epic rarity) from a spirit crate and a few days later decided to scrap several rares, I received another spectral mask. It would be nice to eliminate the possibility of getting a repeat gear skin since having multiple of the same skin is useless. Alternatively, the scrapping system could be changed so that event items can be scrapped with items from a different event and regular items.
