A simple stat I think is somewhat helpful; a stat on armor/accessories to increase (or decrease) the effects of a consumable. Simply, there would be a stat/ID called "+/-X% Consumable Bonus/Effect," which alters the effects of a consumable by X%, example, a lv 95 potion that grants 3700 hp and a piece of armor with +10% Consumable Bonus would now grant 3700*1.1 = 4070 hp.

Now, I'm not a big expert on crafted stuff, but when there are negative effects on a crafted consumable, a "+X%" should increase the negativity (making the effect worse), and a "-X%" on it should flip the sign, decreasing the negative effects...

ex. a 60s potion that grants and a ring that has -20% consumable bonus...
    100 intelligence
    -900 strength

    would result in...

    80 intelligence
    -720 strength

It shouldn't be on weapons since it's not very useful on weapons since when you right click a consumable, you technically don't hold the weapon and the stats for the weapon won't apply.

Also, this stat doesn't apply to duration, since technically it would stack the "+/-X%"...referring to above example, the duration should stay the same instead of going down to 48s
