World Base Health Regen

rn Cancer(+13) + Taurus(-14) Doesn't Work Without Heartbreak (+1) (Clock Boots got nerf from +2 to +1), Electrocharge Greaves (+2)
This doesn't give what it used to, it used to be able to give Super Fast.

Now it still can't tank (Among the worst element defences across the board and very low health items), it can't cast spells (Cancer + Tier Attack not affecting spells anymore), it is only able to do Slow Attack Speed(Nerfs to Taurus).

Now tell me, is Cancer-Taurus Overpowered? NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO!!!!!!!!!!!!!!!!!!!!!!
