    Even if it isn't a PMI you'd do better just killing what you can then running back to town to regen.
    You'd waste a lot of time kiting them back to town.
    It won't be much of an issue, if it is an issue at all.

    No. There's nothing that mentions grinding mobs by leading them in to cities.
    It'd allow weaker/low-levelled players to kill mobs that should be too tough for them, other than still being a safe-grinding tactic.

    if you think about it it doesnt really make sense for that to be rule without this actually in the game

    ... what? That's beside your point; it's practically a point of my own.

    There's no rule to bringing mobs in to towns to grind them, because there's currently no real reason to.

    It makes sense that there's a no-PMI rule because it used to be a common thing, and people were killing people and stealing their items.

    Still less efficient than just grinding mobs your level where they are.
    If nothing else get better guards.
