Add a proper block command

Recently I got harassed by some players over being bad at BTB and decided to use /ignore to block them. Unfortunately, this counts as exploit abuse, for which I was warned. The trouble with /ignore is that, although it prevents the ignored person from seeing you - even if they're in your party, or you're playing a minigame - it doesn't actually prevent you from forming a party with them, which means that it effectively doesn't *work* in the context of a minigame which you and your ignored person are both accessing through the Party Finder. It also doesn't block their chat in /p.

Anyway just make a block command that prevents you pfindering into a party w/ the person you've blocked. That's all.
