I often like grinding achievements and collecting inclusive items.
For person like me, I suggest adding achievement system. It can be accessed from compus menu and there are some achievements which are designed for each level range.
    for instance:
finish some important quests like king's recruit or the journy further
    use your first ability point
enter wynn/gavel/fruma province for the first time
ride horses/wyverns/adasaurs for the first time
use VSS seaskipper for the first time
get materials from the gathering spot
    craft something
    finish your first dungeon
    obtain your first mythic
    finish your first raid
reach max level on each profession
    perform 1M dps
perform 100K damage in one hit
obtain a billion emeralds from trading in total
    walk 100km
use a billion emeralds for trading in total
    finish every cave/tower/etc...
    find every normal discovery
    find every secret discovery
get 10 upvotes for your housing island
get 120 level on every class.
    squish 1K bugs.

I want some collecting item like scene for class selection screen, exclusive housing npcs like ones in guild island, or exclusive cosmetics for the incentive.
It may be huge cost. so, I think it's obtainable only when you collected the 10th, 20th, ... achievement.
also, i suggest that a player spent some real money on the game store be given exclusive incentive as well.
because now all of the store items can be bought by tradable share and there are no exclusive benefits (in the real meaning).

It's been talked about on and off for years and Salted has seemed to be generally opposed to the idea

Why? It seems like a good idea for a new system that rewards the player for exploring everything Wynncraft has to offer.

I should clarify the reason why I know this is because a few years ago I also proposed implementing an achievement system directly within the staff discord.

I'm not a fan of achievement systems in Wynncraft, and to be honest, even generally they're mid. To dissect them:
    • Achievements mark Stuff You've Done.
    • Most or all achievements in most games will be given either for basic story progress or for special challenges.
    • Basic story progress achievements are, in my opinion, boring, and shouldn't be used, unless you want metrics on how many players reached various basic points.
    • Special challenge achievements may feel arbitrary.
    • People are more strongly motivated by intrinsic than extrinsic factors; that is, the general person wants to achieve goals they set themselves more than goals that were set for them. (Various studies and practical game designs have been done on this; for instance, Klei Entertainment found that adding quests to the earlygame of Don't Starve resulted in players doing worse in it, since they single-mindedly pursued the basic tasks of the quests, then had no idea what to do once they ended.)
I don't have enough ludology to go deeper, but broadly I think that they just aren't really a positive addition to a game. Unless you've got a really good idea about why these achievements will improve the game experience, it's better to not have any, and let players think more freely. You can, however, pose implicit achievements; for instance, what got me back into playing Wynncraft for some time (before the Fruma XP month dropped) was trying to get 100% content book completion, aside from high-level prof mini-quests because profs suck. The Ultimate Discoveries are positioned similarly; you can only claim one if you've gotten every other Secret Discovery in the area, and they're usually more overt than standard SDs, so seeing one gives you motivation to find the others and an implicit achievement once you've succeeded and seen the big ol' cutscene.

I don't think motivation for players is really needed in Wynn right now, though. The earlygame is already quite packed with activities and tutorials, and giving players starter packs of goals is not something you do after the start.
