    It is most likely that they CAN view private messages, seing as they can also view on in-game chat from a while back and deleted threads (I believe), however...

    I sense that they are only allowed to use thoose powers when it is absolutely necessary, as when someone tries to sell someone something for real life currency over PM or other stupendous shit people have tried... I also sense that they probably wouldn't care enough to go through all private messages even if they could....
