I propose a change to the current scaling system for world events. Instead of using the current scaling which is based of the highest levelled player in the party, I would suggest using zone-based scaling similar to Guild Wars 2. The main idea is that each zone in the game e.g. Nivla woods would have their own level associated with it. each player that enters these zones would be scaled down to match the level of the zone until they leave the zone in which they go back to their original level.

This would solve the main issue with scaling during world events as everyone would be equal level and roughly equal stats rather than the enemies being the same strength as the highest levelled player. This requires that players could still have their gear equipped when scaled down, just the stats would be temporarily reduced to match the zone level. This would make the game more accessible to lower level players as they could play with their higher level friends without feeling as inadequate. This would probably require rewards to scale with the individual player rather than stay static as it wouldn't make sense for a level 100 to get level 5 loot.

My second suggestion that links with this one would be to have all players regardless of server that are within the circle of a world event be able to play together without having to be in a party. This would make the game feel a little less solo focused as you would be playing alongside other players even if they are on a different server. This would require events to scale with the number of players and to use my suggestion for zone-based scaling though, otherwise it would be too difficult to manage with all the varying levelled players that do world events. This would also help foster a better community where higher levelled players help out in the lower levelled world events and helps to make the community feel friendlier than it currently does.

I believe that this was stated to cause too much lag. In addition, the more popular world events would have a lot of people and would most likely result in chaos.

Regarding my second suggestion, it could be limited to just the same server, which would reduce the numbers in each world event causing less lag. You could even cap the number of players per world event to reduce lag if needed. A nice feature to have would be the option of browsing through servers to find soon to start world events and to join if the server and the event player limit isn't full. This would require each world event to start at the same time on every server e.g. Haywire Defender could start at 1pm server time for every server.
