Wynncraft Resource Pack Not Downloading?

I'm not really sure what is causing this but I'm playing on Minecraft 1.9 and 1.12.2 but it doesn't seem to be working. I have Resource Pack enabled under the server settings, I've checked the folder that says server-resource-packs, which didn't exist until I made the folder, but even then nothing would appear. And yes I have gon into the portal to get it to download but it isn't. I would really appearance some help because it looks like a cool MMO but I just can't play on it without the resource pack.
