Well yeah, he's definitely manageable if you know what you're doing, but Aledar is still much much easier since all you have to do is stay at a safe distance and not get multihitted repeatedly.

 

From this info and also due to the fact you unlock them after completing EO these guys should really be harder

looking through my bank and finding 3 different stacks of galleons graveyard keys, none of which stacked with another, was what prompted this
