Sorry that’s my bad for wording. It’s true that you can do creeper infiltration up to the pet where you find the creeper cave and then do TOL, so you need 7 completed quests. Overall there are 8 quests which feed into TOL. I might reword that

I love that this has sparked some discussion! It’s a little know fact that each weapon corresponds to part of the silent expanse. IMs are going even further with this in 2.0 by adding more lvl 100+ items to the game with names related to where they’re found

 

If I'm allowed to be a nerd for a moment you technically don't need to complete Bob's Lost Soul, either. You get the item prior to completing the quest and it can be given to Kelight. However, Bob's Lost Soul gets softlocked if you do this lmfao. Nobody does it unless it's on accident.

Anyways, yeah, the wording of the question just leaves it a bit too much up to interpretation. Eight is still the most logical answer, but it wouldn't be wrong to argue six or seven (or nine if you want to be an absolute troll and count the tutorial).
