    I think its more of a mana steal issue. That Id, along with life steal, should be reworked.

    Correct me if I'm wrong, 195% water damage is the cap for healing. Even with the 195% water damage, Monster will still out heal lament.

    150% is the cap, and it's halved so +75% to your healing.

    Ok, my point still stands, but instead giving it damage just give it some sort of raw healing power

    Lament, on its own, is not bad. It basically embodies what a water mythic wand would be, and it does it well. I don't think the problem lies with Lament.

    The fact is, the best mage build is probably twa raw spellspam, with ewa raw spellspam being the only thing comparable. Let's look at high raw spell items per slot then, seeing as Lament could use its excellent mana already and doesn't need any extra from gear.

    Boreal-Patterned Crown: high damages, 1 mr.
    Nighthawk: high raw spell but doesn't really mean anything else for Lament
    Whitecap Crown: very good damages plus 10 int
    Sizzling Shawl: very good damages, but w/f doesn't do a lot of raw spell otherwise

    Soul Signal: good damages
    Vacuum: good damages and 3 mr
    Ornate Shadow Garb: high health and damages

    The Crossing: might look good at first sight, but the -water damage hurts a lot
    Abyss-Imbued Leggings: high damages, life steal and 4 ms
    Dark Channeler: high damages, 1 mr 1 ms

    Stardew: double mythic has been outlawed since the class builds act of '65 sorry
    Ornate Shadow Cloud: high health, high damages
    Memento: high damages, crippling life steal, 3 mr

    So if we take roughly the best from that, we're using Boreal-Patterned Crown, Ornate Shadow Garb, Dark Channeler and Memento.. at which point, assuming you'll always be using a DHydro Necklace, you hit 7 mr and are basically at the point where you should just throw on a Moon Pool Circlet and go mana regen. And that's exactly what Nepta is doing, and does it better than Lament.

    So the problem really lies at two different things that aren't inherently Laments fault:
    1. High raw spell items, being the highest damage boosters for nearly every wand due to mage's low base damage, have a ton of mana on it. The only exceptions would be Whitecap/Nighthawk, which both decrease spell cost, Ornate, which wasn't even supposed to be as effective for mage, and The Crossing, which is simply inferior to Dark Channeler for mage. The solution for this would require some other items to get changed to actually either allow Lament to use its mana effectively, or discourage Nepta/Morrow from using it.
    2. Part of a much bigger problem, 'overmana'-ing on mage simply does not work. Due to meteor not being spammable, having mana above a certain degree just has barely any to no effect on the damage output, and Lament is clearly designed for getting a stupid amount of mana to spam. If it was a dagger, relik or even spear or bow, Lament would be incredible, but it has very the misfortune of being a wand that can't conceptually work.

    tl;dr lament kinda sucks currently yeah but i would not blame that on itself

    Wow you wrote literally everything I would write.

    I'd also like to note that purely comparing damage to damage, Dark Channeler's damage boosts beat out Crossing's damage boosts on Lament, and are about the same on Nepta.
