Why Can't I use this?

Self explanatory title. For context I have 32 strength and I'm level 38

 

Do you have another piece of gear that has an intel req.? When faced with two items, one with a stat req. and one that takes away from said stat, the game will favor the former, that is to say because the -3 would invalidate the piece with the intel req.t, the game instead chooses to invalidate this one and protect the one with the intel req.. And an extra three points to intel and it should fix it.

Okay why is it that every time this is an issue it's with this item

 

One of the lowest-level pieces of gear with a -skill point ID I'd guess. It's also kind of weird that instead of it disabling other gear it just won't let you use it, so people assume it's an issue with them not meeting the requirements for this. I honestly had no idea that was the case.
