To use TP Scrolls, you must have been to the city that you're TPing to once. If you use a TP scroll to a city you haven't been to, you'll get a message somewhat like this: "You cannot TP to <insert city name here> because you have not been there yet."

There is no /tp or /warp command. This is to encourage exploration and perhaps to have a sense of accomplishment when you reach a city that is hard to get to.
