Remember that the spell multiplier exists. So for example, if you have 500 raw spell and cast a meteor which has a spell multiplier or 500%, the raw spell will add 2500 damage to the meteor because the spell multiplier is also calculated to the raw spell.

Does it work like that for all spells?
Also how recent was this change because I once made a mage build with the highest raw spell items and the metors were just mediocre like 5 to 7k

Raw spell mechanics haven't changed in about 4 years. And even back then, this part was still the same (the change was removing % spell affecting raw spell).

Remember that neutral damage also penetrates any elemental defenses. Its more useful than you think.
