Ok, I actually think a freedom build could work here.

Blue mask - a good one, maybe 15 le
Libra - a good one 5 le
Dark Channeler would be interesting - 5 le
Memento - 15 le for a nice one

Freedom - these days 5 stax

Spread skill points, rest in Dex and Intel since this is a glass cannon spell build. Estimated cost: 6.5 stax (cuz the freedom)
NOTE dark channeler is Lvl 94, really just for raw spell.
ALSO NOTE there are better options at higher levels

Make sure dex and Intel meet the dark channeler reqs and that with the blue mask your stats meet 35 in each stat

 

(Or you can use Ivory Bow, Awakening or Fog of Creation which cost basically nothing)

 

But the damage loss is real - budget wise is helpful

Also, awakening and fog of creation are too high level I think

Not much, 1 le max since it's only a rare. Once you hit 100 you should use Awakening or Fog of Creation (1 le each too), or even Hive Infused with powders.

Freedom: 370 - 590 DMG
Ivory Bow: 220 - 280 DMG

How is this a substitute?

I seem to have the problem of being unable to wear Aquarius ;-;

 

Replace the Clock Ring with a Finesse or a Detective Ring and you should be fine.
