I am sorry I don't think I can make a build for 32 eb. I mean, every item has to at least cost something right? Anyway, here is my best shot at it:
I kept this below lvl 60, hope that is ok

I couldn't couteract grands -hp Regen without rip elemental defense (snail) so you should hold a offhand hp Regen bow.

Greaves of the veneer gives great HP and some good HP Regen as well as strength and defense. Shawl has really trash elemental defenses and we will end up having -water defense if u use it. I guess you could use something else other than statue for the boots, Warcheif?
