well with the 110 needed for the Aquarius you would need to combine a Third eye (if not max) and a Vaward and that would increase your int a lot
then add the morph topaz you unlock +19 in int and then add a morph amethyst (barely unlocked with the Vaward+topaz) getting a total of +23 int and +13 in everything else
then add the morph ruby and you get +17 in everything and +27 in int
then the final thing (another morph topaz because no matter what with my build it always falls short of 18 even with the set bonus and all the other parts) you get 21 in everything and 31 in int
with the 141 int I'm pretty sure you could get a 100% or VERY near
also you get 109 or so def so with the hp regen from bonder and the armors the mage is near invincible
correct me if I missed anything about the morph gears and stuff

 

Again, it looks like y (%) = ln (x (points) ) graph. At 110 intelligence, you have 70.3% reduction in spell cost. The next lvl only increase by about 0.3%

 

Now that I looked at it more the function looks like this:
y=40×log (x)
%=40×log (points)
You would need about 400 points in one skill to get 100%

 

I challenge you to find the highest someone can go in one stat
use whatever gears you need just make a setup that reaches as high as you can go in one stat
