Where Is The Horse Merchant

Just returned to the game and found out there are a few types of horses that I wanna mess with. Where can I find the spot where I can buy horses?

arguably the 'best' spot to buy horses would be the trade market. They are cheaper there then they are on average when breeding.
Trade market NPCs can be found in most big cities, often near the bank.

Yeah, Ternaves and Bucie, but I'm warning you from my own experience. Horse breeding is 100% rng based, and it will consume every last bit of your money without giving you literally anything. It's all based on luck, and if you don't have money to waste, I wouldn't recommend to do it.
