If we're talking about keeping in power then the Queen technically should have no worries about losing her crown to an opposing individual, since in usual rules of monarchy, monarchs are not elected like PM's or Presidents. I assume the Kings of Ragni and Troms were not elected by the citizens of Ragni or Troms, instead inheriting their crowns from their parents who died. Not sure about Cinfras's monarchy since I haven't yet read the lore on that but I assume it is the same. I am yet to see a monarchy, whether in real life or in a game, that is elected by the citizens.

I know you said usually, but there still have been elected monarchs.

Mayor Eoric, as far as we know, could probably be an elected monarch.

"Monarch" is a gender neutral/overall term for a King/Queen. Mayors are not Monarchs. They are elected individuals, like Prime Ministers or Presidents.

The difference between mayors, PM's, presidents and monarchs is quite simple:

Mayor: Someone elected to lead a town/city

President: Someone elected to lead a country that does not have a Monarch as its current Head of State (America/France do not have Monarchs, hence why they have Presidents)

Prime Minister: Someone elected to lead a country on behalf of the Monarch (the UK has a Prime Minister who has some of the powers the King used to have. The PM acts on behalf of the King)

Monarch: A sovreign Head of State. The Crown is inherited by the first born of the current Monarch once that Monarch dies or steps down (which is rare).

Mayor Eoric is not a Monarch as he does not have sovreign power. He has the ability to lose his seat in elections. The Kings and Queens of the Wynncraft world, however, cannot lose their seats unless they give up the seat willingly or they die, and in both cases the Crowns will be passed on to the first child, not a chosen individual.

[EDIT: This is all assuming that Wynncraft follows the normal rules of monarchies and governments.]

Gavel had a monarchy, but then there was a revolution, and now Gavel is a republic.

Whilst elective monarchies do exist, you're suggesting that Mayor Eoric is a monarch. He isn't. That's just not how it works. We know that Cinfras's monarchy was hereditary (See Quest: Hollow Serenity). We can assume that Troms's monarchy is hereditary (See Quest: Lost Royalty), therefore we can assume that Ragni and Fruma are there same since I highly doubt wynncraft would go as far as to make Fruma an elected monarchy, especially considering the kind of absolute power the Queen must have whereby her citizens are afraid of her. Think of it as a dictatorship. There is little/no legal way that you could possibly overthrow a hereditary monarchy or a dictatorship. Revolutions are not legal, and often cause mass chaos and death. In most cases of a revolution, there is no replacement monarch, and the country becomes a Republic (no monarch).

There may be some language barrier in your understanding of what a monarch actually is. Presidents/Mayors are not monarchs since they often don't have sovereign power over their countries since powers can be delegated. They will often have Chancellors/Treasurers/Secretaries who have certain powers to do things that the President/Mayor cannot keep up with.

I also read the wikipedia page you linked (bit of a bad source but whatever). Most if not all of the elective monarchies mentioned had elected people who were part of the herditary line of success. The reason the elections were called were either due to revolution, desposition or death. They weren't random people off the street who decided to gather votes from the public to rule the country. Elective monarchies (from what the wikipedia showed) are elected by Councils, not the public.

If Fruma was an elected monarchy, it is most likely that a Council chose the Queen, not the public.
