    Ummm... why's there a guild Hal in Ragni? Did I grind up to level 75 and pay 20 LE for nothing? What?

    New update. The cost and level reqs. for guild creation were substantially lowered so newer players could make guilds, however, these guilds cannot participate in guild wars. To participate in guild wars, you have to go to the Cinfras guy and pay more LE to be able to do guild wars.
    Old guilds (i.e. those created before this change) are grandfathered in and can still participate in warring without paying Cinfras Dude again.
    If you plan not to war than yes you did waste money.
