    Don't know why Cultists suddenly popped up there, however that old portal has always just been a useless easter egg. No nefarious plots going on here.

    Might've just been an accidental error when the portal room was revamped around the Wynnter Update.

    provinces don't have a level, if you mean a suggested level range its just a suggestion, just like you can get to rodoroc with a level 1, it doesn't mean anything.
