    I don't recommend making a walkspeed build at level 84, because you have a limited choice of items, and there will be a better choice of items when you level up, but if you really want one, then here you go:
    Ossuary (You obtain this from the corrupted underworld crypt dungeon)
    Booster Plate
    Dark Shroud
    Seven-League Boots
    Ehwaz 2x
    Favian's Wing
    Automonized
    I can't think of a walkspeed wand for your level, but if you level up to 93, you can get a wand called Whimsy, and at level 96 you can get a better one called Morrowind.
