Unplayable, Due To Latency

Hi,
with the new additions, i wanna start to play again but run into a huge problem:

With a ping of about 30ms, my connection is farely good.
But on MC Servers, i get those problems:
-messages are about 5 seconds delayed
-getting teleported back after a few seconds
-can't interact with the server(selcting class/joining a world etc)

From this, I'd say it's my connection to the server.

But with a good ping, i can't think of anything that could cause this effect.
It's also not just wynncraft, but other mc servers in general.
Other games like LoL work completely fine.


I run Windows 7
i use Norton Security
10 GB Ram for MC
i use 1.12.2 optifine with no other mods
frame rate to 60
render distance is 8
I live in Germany(no idea where the wynn server is located)

Any Ideas on how to fix this problem?
