No, he controlled himself onto himself. Normally this would have no effect, but because the game was delayed it actually took effect in the day. Since the Coven Leader has no day ability and the Jailor can't jail himself, it defaulted to the only day ability that can be performed on oneself, revealing as mayor. What you suggested wouldn't work because Arch isn't a hypnotist.
