    there are tons of VIABLE weapons for each element, but people are too stuck to the philosophy that if something outclasses it then it's useless

    Interesting....maybe this can be a reason that the build pool is diluted, people don't want to experiment? But I can't really blame them, who's going to risk LE on build that might be total trash, since making LE is such a pain in the royal fucking ass.

    The problem isn't that there are not enough different builds, the problem is that there are not enough playstyles.
    Currently, there are basically three different playstyles: Spell, Meele and Hybrid (which actually isn't too different from Spell). And thats it, there is very little strategy involved. Almost all builds aim for the same goal: reasonable health/defenses, reasonable damage, enough mana supply (at least for spell and hybrid). They may achieve these goals on different ways, with different items and elements, some may have a little bit more damage, health or walk speed, but in the end, they all play the same way: Spam your spells (or melee hits) while staying at much distance as possible, to not get hit.
    In my opinion, the problem is that most ids just affect the damage calculation and don't have much impact on the gameplay (walk speed, exploding, stealing ids and maybe poison are basically the only ids falling into this category, everything else either directly relates to your dps or survivability or is almost useless in combat). To fix this, they should add more "gameplay-ids" (for example maybe something that have a chance to freeze an enemy for a short time or influence you melee range, if possible) or things like new spells that you can switch out with your four existing ones to add more "layers" to a build.

    The thunder sanctuary and Cata was just an example, I suck at build making.
    True a weapon is still viable, but if there is a better replacement people are gonna use if it they can, ovbiously you can't have access to every single item at any given time. But it still means that after a while when enough replacement items are on the market then the old will become useless.

    there needs to be more quests then just quests to get you to lvl 100 there should be quests after that except they would give you access to places and give you items
