Whenever the dev team finishes them.

 

And we are supposed to understand this?

 

This can easily be fixed :D
Go into Options > Video Settings and change the GUI Scale. Mine used to be on Large and I wasn't able to see the complete description either, but now that I've set it to Normal, I can easily see all stats.

The final product is the same, at the start it looked a bit different but as it slowly developed it started to look more like the new item system we all know and love (?).

I guess legendaries just weren't good enough

 

I think it depends, they have massive negative effects, most legendaries doesnt

 

Has anyone considered checking if they did that thing like when they spoiled structure blocks? i.e. area seemingly flat color but with a few pixels slightly different, can be observed through a paint bucket on zero tolerance mode in any sufficiently advanced photo editor (with a low bar as microsoft paint can do it).

I have 1000 more health than regular for a level 75...
