The Envoy Part I Corkus Delegate Location

In the Quest The Envoy Part I, I got stuck on the last stage when it didn't load properly. I used /kill to escape and relogged. However, I could not find the Corkus Delegate in the city. Is the Delegate in the main map or in a different recreation of Corkus City? And if the prior is true, where is the Delegate and where do I go to load it?

I am already in Corkus City, but I can't find the Delegate the second time, where you talk to them after returning from the Five Gears Diner. Where is the Delegate the second time?
