I thought Corkus would be sort of like Japan, because they're very technologically advanced

 

Fruma is likely (nah, it's blatant actually) based off of Ba Sing Se from Avatar, which is in turn based off of Qing China/Joseon Korea. Fruma apparently has a secret police force/military unit called the "Kai Shi" which literally rhymes with Dai Li from Avatar, which were based on the secret police forces Chinese dynasties (and the CCP to this day) used to suppress opposition and at times even keep an emperor in check. Both countries (along with Japan) in the 17th-19th centuries also closed their borders, particularly in an attempt to ward off European colonial influence, but this eventually backfired (bad) for various reasons that would take me too long to explain in a single post. I personally see no reference to Berlin.

 

The Eye also speaks Irish.

Wynn: Not based on anything cause its a god damn block game. If it was though, it would probably be the United Kingdom cause Wynn is old English for W and the medieval theme.

Gavel: Not based on anything because what country in the real world has sky islands. I guess Ireland is the most reasonable theory

Corkus: Probably Germany or Japan for various reasons

Fruma: Qin Dynasty (better known as China). This is because of the Kai Shi, various Avatar references, and the fact that they probably want to conquer the provinces just like the Qin Dynasty

Also, if you say that Gavel is Ireland, and the Decay was the Potato Famine, the fungus that caused the potato famine originated from Mexico according to Google, so that means Dern is Mexico, and the Silent Expanse would be a Mexican restaurant in the U.S.
