WynnExcavation D is balanced for and intended to be completed at level 70. Qira hive is intended to be completed at level 100 but I believe it gives full XP at level 80.

You get the same XP for doing a quest whatever level you are... but... if the game see that you are getting an abnormal amount of XP (like when finishing a intended level 75 quest at level 40 ;D) for your level, it cuts it. It's really only used for ToA or The Hive (and i dont even think it can happen on the Hive, knowing the difference is smaller). If we didn't do that, ToA would have become an easy 10 level jump that everyone would try to abuse.

It's not a very intuitively explained mechanic- but it makes sense.
