but the question is what are you supposed to decode?

Vegenére, key vgzv, followed by atbash, followed by base64 ascii got me that, idk. Could be something, could be nothing.

I've gotten a lot if expert ever with the first 2, but I haven't messed around with base64 much, so rip

When going through base 64, then atbash was RED HERRING ;-;

When I got the jumble through base 64, I got IVW SVIIRMT. I don't get the "RED HERRING" thing...

 

If you put that through atbash cipher, which effective flips text, A>Z B>Y you will get red herring, which is rude, but might help us in the actual puzzle,
