What are the specific rules of scamming, what is considered scamming or not? Say I sell someone an item, but they only pay a part of it and promise he/she will pay me back later, but then does not and refuses to, would this be considered scamming?

(Selling something that is grossly overpriced, tricking someone into buying an item that was not promised.)"

I don't think you should of trusted the player in the first place.
Alhough not saying so in the rules, I think this is kind of a scam?

    Scamming:
Hey, ill sell you this emerald for 1le, its worth it. emeralds are rare
(lying about value of an item, and not as a joke)

Hey, if u give me 32le in trade, ill give you a mythic when I get one
    *does not give mythic
scamming, lying about something that you said you would give.

    Not scamming:
Hey, ill sell you this legendary for 15le, but know that its worth around 8le, ok?
    *it is bought
not scamming, the seller made clear that 15le is not what the item was worth, and in buying it, the buyer acknowledged this.

Hey, ill sell u x for y emeralds
not scamming unless it is overpriced, its just a normal trade deal.

In your case, its technically never scamming because they can always say that they do plan on paying it back, but they don't have enough money yet. In wynncraft's context, this probably would be considered a scam, especially if its been over a week or so. you should agree to a date for when they will pay back the final amount then screenshot it, if you must go through with this kind of trade.

I would say to never trust somebody with this kind of trade and never even do it unless you are very good friends and you trust each other.
