Soul Points Glitch?

My brother just died with a lot of good stuff on him. He had 11 soul points, but it says that he will lose a lot of stuff, while when I have 11 soul points, its all 0% except 11 percent of my ems. He instead lost his helmet, weapons, 2 keys and 100% of his ems. Is this a bug or a feature? Hes had this happen twice now, and we have no clue how this could've happened. Thanks in advance!
