There is a cool-down period of about 6 or 8 hours between when you can collect a specific powder, and when you can go back and collect it, again. So, if you collect four lower level powders, it will take you quite some time, if they are never dropped by mobs again, in order to have enough to upgrade those powders to the next higher level. Also, there is the cost involved in upgrading the powders. In short, you could upgrade a lower level weapon with a max tier powder, and really increase it's value, because of the time and work involved, and because of the increase in power that it will have. It also makes higher-tier powders available to lower level players, who can't get to the higher-tier relics.

This won't lower the point of having different tiers of relics.
