If the article is passed, it basically takes a flame thrower towards the definition of fair use, which memes fall under, thus making certain memes unable to view on sites in the EU.

 

But memes though? They are so widely used and tweaked that it’s hard to know who it originally belonged to.

 

Most times it can be obvious where the meme first came from, but as Jeff Goldbum said,

 

Let's say I take a random picture of my dog, put some text on it, and then post it on the forums as a meme. So would anyone that used it be infringing on copyright?

 

look boi, im 15 im not entirely sure how copyright works, its a lot of big words to me.

Nope copyright should obviously go to the dog's mother.

 

Since whatever “Article 13” is has almost no meaning to those who never heard of it before, could someone post a link to a webpage explaining what it means (unless someone else already had done so in this thread)
