    I am currently trying to use Idol and mine has +22 intel. I have 100 intel normally +22 = 122 right?

    wrong.
    According to my idol, it needs 120 intel even though i should have that? is this supposed to happen?

    You have to have 120 skill points in intel in the first place

    Effects from weapons don't apply until you have met the requirements. Until you have 120 Intelligence, you won't get +22 Intelligence.
