Server Creation Help

Hello. I want to make a server but I don't know what I need. I want to make all the things a traditional Minecraft server has; floating text, inventory items that bring you to a directory, (like when you right click a compass and it shows all the things you can click.), etc. Do I use Bukkit or something? If so, please reply to this thread telling me how I can do these things. A YouTube video link would be appreciated.
