It's pretty bad
But that doesn't mean its worthless
A Booster Plate like this would go for around 6 LE, maybe less, as I've bought a 20 walk speed booster plate for 8 LE.
Not sure if I got lucky, but I'm basing my opinion off of this, and Booster Plates are known for their walk speed
