The Wybels that live in the cities had a fantastic adventure from Wybel Island (Gavel) to Wynn a long time ago.

but they aren't a part of the storyline or other quests, just like toa, it didn't effect everything out of that valley and when gavel came out we discovered the toa death was just a necromancer like someone tried to make it canon.

 

It's actually confirmed that wybels come from space (yeah, it's strange)
