I've lost 4 Legendaries to hoppers I could see... The thought of one lurking near this or any other clue/Easter egg/deliberate curiosity makes me nervous.

I don't know what the setup for the end portal looks like, but if it's as near the ocean as you say it is, then "water" could refer to the ocean itself. Blood into water, blood into the ocean. Going along with possible higher level ocean quests with the Corkus update, this could relate to some sort of battle involving Corkus in the seas. Or maybe, as its located at an end portal, this could be some cultist's attempt to get some Dern monsters in on that whole ocean warring action.

And since its not "blood in water", we can only assume this is something happening in the future, possibly with the next update, making it unlikely this ties in with the currently implemented provinces. Since they added this now as one of those "mysterious lore things", I'm going to make a guess and say this little tidbit will have nothing to do with the civil war and main things happening in Corkus, but will instead overshadow or hint towards the presence of some Dern related things in Corkus.

 

In the bible there are 10 plagues, and the water around the jewish area didnt turn into blood

but you could be mixing it up with the 7 plaques that are hit up in the last book that is about the worlds ending
