Assassin/Ninja Help Roulette Build?

I need a good Roulette build, any idea?
I'm level 93 atm.

Ambertortoise shell, Chestplate of Ineptitude, Cinderchain, Thunderous Step, Sharp*2, Coyote Crest/Royal Thunder Amulet, Vortex Bracer
30 Strength, 40 Dexterity, 50 defense, 18 Agility and the rest in whatever, probably Dexterity
NOTE: this is completely untested

 

Why CoI as a chestplate? He/She is lvl 93! Everything else is understandable besides cinderchain.

 

Didn't read the level 93, but I was trying to go for good raw melee damage as % thunder/%melee doesn't increase as much. the CoI is supposed to offset the -1 tier attack speed from CinderChain, giving him basically a free 40 melee damage, but since he isn't level 98 that won't work.
