World Resource Pack Download

I've noticed that whenever I join a server, whether it's when I join the network or come from a lobby, the game downloads the resource pack. However, I don't see any reason to download it if a player comes from a lobby, since the game downloads it when you join and enter a server, so theres' no (reasonable) way for you to not have the resource pack in the lobby, and downloading the pack takes time, which can be frustrating for some people, especially lobby hoppers trying to get sp or someone who clicks the icon next to the one for the world with dxp. Therefore, I believe the pack should only be downloaded once when you join the server. It's not much of a change, but I think that it would be a nice qol fix.
